Restoration Tax Abatement

The Restoration Tax Abatement (RTA) Program is an economic development incentive created for use by municipalities and local governments to encourage the expansion, restoration, improvement and development of existing commercial structures and owner-occupied residences in Downtown Development Districts, Economic Development Districts or Historic Districts.

The RTA program does not exempt the acquisition cost of the structure. In addition, only equipment that becomes an integral part of that structure can qualify for this exemption (not machinery and equipment used in the business, such as retail gondolas or movable property such as furniture and fixtures).

Note: An Enterprise Zone or Economic Development Zone is not a qualifying district.

This program is administered by the LED Board of Commerce & Industry.

To complete the Advance Notification form and the RTA application, login to FastLane, Louisiana Economic Developments's new online management system and follow the steps below:

  • Register for the company you represent.
  • Create and submit advance notifications or begin the process, save partial data and finish entry at a later time. 
  • Pay and submit your advance notification online. 
  • Track the status and activity of your advance notification and applications submitted online.
  • Review history of past and current advanced notifications.

The following forms can be completed, then mailed with the appropriate fee to LED, Business Incentive Services, P.O. Box 94185, Baton Rouge, LA 70804-9185. Forms with an asterisk (*) can be filled out online through Fastlane.
